Celia Ayala
Celia Ayala has been appointed by Governor Arnold Schwarzenegger to chief operating officer of Los Angeles Universal Preschool (LAUP), to the California Early Learning Quality Improvement System Advisory Committee. She will join other committee members in recommending a state Early Learning Quality Improvement System, which will develop policy and an implementation plan for improving the quality of early education programs throughout California. This includes a quality rating scale to help parents make informed decisions about preschool programs for their children, and a funding model to help existing and future programs reach and maintain higher levels of quality.
“Research confirms the social and economic benefits of early education for children and families as well as society,” Ayala said. “Children who attend effective preschool programs are better prepared for kindergarten. They have stronger language skills in the first years of elementary school, and they are less likely to repeat a grade or drop out of school. These benefits are especially evident for low-income children and English language learners.”

Dr. Elsa Macias is the director of Professional Development at the Center for Urban Education (CUE). Her areas of research include academic leadership and organizational change in urban colleges and universities, minority access to higher education, and educational technology. In her role at CUE she directs action research projects to improve equity in educational outcomes for minority students in post-secondary institutions.


Stella Premo
Stella Premo has been introduced as the Director of Marketing and Community Relations by Dorene C. Dominguez, Chairman of Vanir Development Company, Inc. Premo will be responsible in leading Vanir’s marketing and community relations objectives. She also volunteers to oversee the Vanir foundation in memory of H. Frank Dominguez’s programs and fund development efforts.

Prior to her appointment, she serves as the executive director of the California Restaurant Association Educational Foundation (CRAEF) and is the former president and CEP of the Sacramento Hispanic Chamber of Commerce (SHCC). She has been recognized as one of Sacramento’s 30 Most Powerful Women by Sacramento Magazine and was recently recognized by the Sacramento Hispanic Chamber of Commerce as one of Sacramento’s inspirational Latina Leaders.
